Senior Road Maintenance Fund Expert

About the role

NTU International is seeking a Senior Road Maintenance Fund Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role focuses on designing, establishing and operationalising sustainable road maintenance financing systems across ECOWAS member states.

Key responsibilities

• Support the establishment, reform and operationalisation of Road Maintenance Funds (RMFs) in ECOWAS member states.
• Provide technical assistance on sustainable financing mechanisms, including fuel levies, tolls and user‑based funding.
• Prepare and review legal, institutional and regulatory frameworks related to RMFs.
• Develop transparent, decentralised and performance‑based financing systems.
• Strengthen governance structures, operational procedures and accountability mechanisms for RMFs.
• Draft technical guidelines, operational manuals and financing frameworks.
• Coordinate with ECOWAS institutions, national authorities, development partners and road agencies.
• Deliver capacity‑building activities, workshops and technical training.
• Contribute to monitoring, reporting and analytical outputs on financing reforms.

Required profile

• Master’s degree in civil engineering, transport economics, infrastructure finance, public administration or a related field.
• Minimum 10 years of professional experience in road maintenance financing, infrastructure management or transport sector reforms.
• At least 7 years of experience specifically with Road Maintenance Funds or similar financing mechanisms.
• Proven experience working on infrastructure projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience in international development cooperation and donor‑funded programmes.
