About the role

The Head of Policy & Technical Services will lead the development and implementation of policy frameworks and technical solutions for the African Risk Capacity (ARC). Based in Abidjan or working remotely, the role reports to the ARC Group Director General and supports ARC’s mission to help African Union member states manage natural disaster risks.

Key responsibilities

• Design and oversee policy instruments that enable effective disaster risk financing across member states.
• Lead technical services, including risk modelling, early‑warning integration and contingency fund management.
• Coordinate with national authorities, regional partners and donors to align strategies and ensure compliance with ARC guidelines.
• Provide strategic advice to senior leadership on climate‑related risk mitigation and adaptation measures.
• Manage a multidisciplinary team, fostering collaboration and capacity building.

Required profile

• Advanced university degree in public policy, economics, disaster risk management or a related field.
• Minimum 8 years of professional experience in policy development, risk financing or technical services within an international or multilateral context.
• Proven track record of leading complex projects and working with government and donor stakeholders.
• Strong understanding of African Union structures and climate‑change adaptation challenges.
