Market Expansion Manager (Setup)

About the role

The Setup Manager will lead the launch of Xanh SM’s electric‑vehicle services in new markets, ensuring all legal, infrastructure and operational elements are ready for commercial operations. Based in Abidjan, you will coordinate cross‑functional teams to deliver market‑entry projects on time and within budget.

Key responsibilities

• Lead and own all market‑setup activities according to the approved expansion plan.
• Develop and execute detailed local setup plans aligned with the global rollout roadmap.
• Manage legal procedures, permits and licensing to ensure regulatory compliance.
• Oversee the establishment of physical infrastructure such as depots, charging stations, offices and operational facilities.
• Support the implementation of asset‑management and operational systems for the new market.
• Define and establish operational processes, workflows and governance frameworks.
• Collaborate with Finance, HR, Operations and other departments to resolve dependencies and ensure alignment.
• Monitor setup costs, identify budget variances and propose mitigation actions.

Required profile

• Bachelor’s degree in Business, Operations, Engineering, Project Management or a related field.
• 7–10+ years of experience in market setup, large‑scale rollouts, operations or project management.
• Proven ability to coordinate cross‑functional teams in complex expansion environments.
• Strong understanding of infrastructure setup, operational readiness and regulatory compliance.
• Excellent planning, execution and problem‑solving capabilities.
• Ability to work independently in fast‑paced, ambiguous market conditions.
