Advisor, Right-Fit Evidence Unit

About the role

The Right-Fit Evidence (RFE) Unit at IPA is seeking an Advisor to deliver evidence‑ and data‑driven Monitoring, Evaluation, and Learning (MEL) advisory services to development partners. You will work under an RFE Manager, collaborate with peers across the unit, and support partners in using data for strategic decision‑making.

Key responsibilities

• Collaborate with partners to develop and refine Theories of Change and MEL frameworks.
• Provide hands‑on technical guidance, coaching, and training on MEL design, data collection, survey development, and analysis.
• Prepare and present high‑quality analytical deliverables, conduct quality reviews, and support project documentation.
• Design, adapt, and facilitate workshops, training sessions, and learning events.
• Serve as a strategic thought partner to foundations, NGOs, governments, and businesses, translating complex programmatic questions into actionable insights.
• Build and maintain trust‑based relationships with external partners and internal IPA teams.
• Contribute to knowledge exchange within RFE and across IPA by sharing lessons and best practices.
• Support business development by participating in scoping meetings, designing methodologies, and drafting concept notes or proposals.

Required profile

• Permanent work authorization in the country where you will be based.
• Demonstrated experience in MEL advisory or related development work.
• Proven ability to develop Theories of Change and MEL frameworks.
• Strong analytical and written communication skills.
