Head of Market Setup & Expansion (Project Manager)

About the role

Xanh SM, a leading electric‑vehicle and sustainable mobility provider, is launching operations in the Côte d'Ivoire market. The Head of Market Setup & Expansion will own the end‑to‑end market entry process, ensuring legal, infrastructural and operational readiness for commercial launch.

Key responsibilities

• Lead the full market setup lifecycle in line with the approved expansion plan.
• Coordinate detailed local implementation plans, aligning them with the global rollout roadmap.
• Manage legal procedures, permits and licensing to ensure full regulatory compliance.
• Oversee the establishment of physical assets such as depots, charging stations, offices and operational facilities.
• Support the deployment of asset‑management and operational systems for the new market.
• Define and implement operational processes, governance frameworks and reporting tools.
• Collaborate with Finance, HR, Operations and other functions to resolve dependencies and ensure seamless execution.
• Monitor setup costs, identify budget variances and propose mitigation actions based on local conditions.

Required profile

• Bachelor’s degree in Business, Operations, Engineering, Project Management or a related field.
• 7–10+ years of experience in market setup, large‑scale rollout, operations or project management.
• Proven track record of coordinating cross‑functional teams in complex expansion environments.
• Strong understanding of infrastructure deployment, operational readiness and regulatory compliance.
• Excellent planning, execution and problem‑solving abilities.
• Ability to work independently in fast‑paced, ambiguous market conditions.
• Effective communication and stakeholder management skills.
