Senior Technical Advisor – Health Economics & Financing

About the role

The United Nations Population Fund (UNFPA) together with the African Development Bank are seeking a Senior Technical Advisor (International Consultant) to design and operationalize a dedicated financial instrument that supports maternal, newborn and adolescent health outcomes across Africa.

Key responsibilities

• Conceptualize and design an AfDB‑administered multi‑country financial instrument (grant‑based, loan‑blending or results‑based financing) for maternal and child health.
• Lead feasibility studies and economic modelling to demonstrate return on investment for interventions such as midwifery care models and quality‑assured MNH commodities.
• Draft operational guidelines, governance structures and risk‑management frameworks in collaboration with legal and financial teams.
• Identify priority countries and develop an initial investment pipeline aligned with Bank sector teams and country strategies.
• Provide expert advice on health financing trends, fiscal space analysis and universal health coverage in Africa.
• Coordinate joint UNFPA‑Bank engagement with donors, philanthropic foundations and African Member States to mobilize capital.

Required profile

• Extensive experience in health economics, financing and strategic design of development finance instruments.
• Proven track record of conducting economic modelling and feasibility analyses for health interventions.
• Strong knowledge of maternal, newborn and child health policies and financing mechanisms in African contexts.
• Ability to work with senior stakeholders in multilateral institutions and to lead cross‑institutional collaborations.
