Senior Technical Advisor – Health Economics & Financing

About the role

The UNFPA and African Development Bank are seeking a senior international consultant to bridge technical maternal and newborn health interventions with sustainable development finance, designing a dedicated financial instrument for Africa.

Key responsibilities

• Design and structure an AfDB‑administered financial instrument for maternal and newborn health, including governance, risk management and capitalization strategy.
• Lead feasibility studies and economic modelling to demonstrate return on investment for interventions such as midwifery models of care and quality‑assured MNH commodities.
• Draft operational guidelines, eligibility criteria and monitoring‑evaluation frameworks in collaboration with legal and finance teams of the Bank and UNFPA.
• Identify priority countries, build investment pipelines and coordinate with country teams, donors and philanthropic foundations to mobilise capital.

Required profile

• Senior professional with extensive experience in health economics, financing and maternal‑newborn health in African contexts.
• Proven ability to design multi‑country financial instruments, conduct fiscal space analysis and integrate health indicators into broader development projects.
