About the role
The Electricity sector in Côte d'Ivoire is seeking a senior coordinator to lead its Project Management Unit (UGP). Reporting to the Technical Committee, you will act as the strategic and operational bridge between the Technical Committee, the Steering Committee, and the unit’s experts.
Key responsibilities
- Provide technical and operational secretariat support to the Technical and Steering Committees.
- Prepare, centralise and transmit documentation required for decision‑making, including technical notes, analysis reports, draft decisions, conventions, minutes and consultation documents.
- Implement, monitor and execute the decisions and recommendations of both committees.
- Coordinate activities of all experts, consultants and staff within the UGP, ensuring timely delivery of their missions.
- Draft the operating budget, monitor its execution and produce financial and budgetary tracking reports.
- Oversee ordering and tracking of expenditures related to the functioning of the bodies established by decree.
- Identify, mobilise and supervise consultants and technical, legal, financial, environmental and transactional advisors for project preparation, structuring and negotiation.
- Supervise feasibility studies, sectoral analyses, financial models, pre‑qualification dossiers, tender documents and contractual files.
- Ensure compliance with decree‑based procedures, transparency, competition, equal treatment of candidates, confidentiality and traceability.
- Coordinate selection procedures for economic operators across various procurement modes (open, restricted, competitive dialogue, direct negotiation, spontaneous offers).
- Lead analysis of technical, financial, legal and environmental offers submitted to the Technical Committee.
- Supervise clarification, dialogue, negotiation and finalisation phases of conventions and contractual documents.
Required profile
- Master’s degree (BAC+5) in engineering, project management, or a related field.
- Extensive experience in managing large‑scale electricity or electrotechnical projects.
- Strong knowledge of public procurement regulations and decree‑based procedures.
- Proven ability to coordinate multidisciplinary teams and external consultants.
- Excellent organizational, analytical and reporting skills.
