Resources Management Officer – Finance & HR

About the role

The International Organization for Migration is seeking a Resources Management Officer to oversee financial, human resources and administrative functions for its Côte d’Ivoire Country Office. Reporting to the Chief of Mission and working closely with regional and headquarters teams, the officer will ensure sound budgetary control, compliance and efficient support to programme staff.

Key responsibilities

• Monitor and oversee financial management of all country‑office activities, including expenditure tracking and donor compliance.
• Forecast cash flows, manage treasury functions and validate fund disbursements.
• Prepare programme and budget reports, review monthly accounts and analyse variances.
• Support project managers in budget preparation and provide technical guidance throughout project cycles.
• Maintain internal controls, safeguard assets and prevent fraud.
• Inspect payroll against budgets and ensure correct salary allocation to projects.
• Manage human‑resources functions, recruitment recommendations and personnel administration.
• Oversee supply‑chain services, contracts, fleet management and premises maintenance.

Required profile

• Relevant experience in financial management, budgeting and cash‑flow forecasting.
• Strong knowledge of HR policies and administrative procedures.
• Ability to analyse financial data, prepare reports and ensure compliance with donor agreements.
• Excellent organizational skills and capacity to work with multiple stakeholders.
