Resources Management Officer (RMO) – Finance & HR

About the role

The International Organization for Migration (IOM) is seeking a Resources Management Officer (RMO) to oversee financial, human‑resources and administrative functions for its Côte d’Ivoire Country Office. Reporting to the Chief of Mission and working closely with regional and headquarters teams, the RMO will ensure sound budgetary control and compliance with donor agreements.

Key responsibilities

• Monitor and supervise financial management of all Country Office activities, including expenditure oversight and accountability.
• Conduct financial analysis of programmes, prepare budget reports and review monthly accounts in line with IOM regulations.
• Manage treasury functions by forecasting cash flows, monitoring fund disbursements and validating receipt of donor funding.
• Support the Chief of Mission and Project Managers in preparing and adjusting budgets for new projects.
• Identify variances between budgeted and actual expenditures and take corrective actions to avoid deficits.

Required profile

• Relevant university degree in finance, economics, public administration or a related field.
• Proven experience in financial management, budgeting and treasury operations, preferably in an international or humanitarian setting.
• Strong understanding of donor compliance and reporting requirements.
• Ability to work collaboratively with senior management and regional offices.
