Treasury Manager – Finance Department

About the role

The Treasury Manager reports directly to the Director of Finance and is responsible for planning, directing and overseeing the university’s treasury operations. This includes effective cash management, banking relationships, liquidity oversight and financial risk control to support the institution’s strategic and operational needs.

Key responsibilities

• Direct daily treasury activities, develop and continuously improve treasury policies and procedures.
• Manage the university’s cash position, prepare cash‑flow forecasts and monitor inflows/outflows to optimise liquidity.
• Supervise payment processing, review and authorise treasury transactions, and ensure timely settlement of obligations.
• Maintain relationships with commercial banks, negotiate services and fees, and oversee bank account administration.
• Support the preparation and implementation of annual operating and capital budgets, and produce treasury reports for senior management.
• Ensure compliance with banking regulations, internal controls and audit requirements, and coordinate audit activities.

Required profile

• Bachelor’s degree in Accounting, Finance or a related field.
• Minimum five years of progressive experience in treasury, finance, banking or accounting.
• At least three years of supervisory or managerial experience; experience in higher‑education or non‑profit organisations is highly desirable.

Required skills

• Expertise in treasury management, cash‑flow forecasting and liquidity management.
• Strong knowledge of banking operations and financial risk assessment.
• Familiarity with SYSCOHADA, U.S. GAAP and IFRS accounting standards.
• Advanced proficiency in Microsoft Excel, Sage, ERP systems and electronic banking platforms.
• Fluent written and verbal communication in English and French.
