Chief Technology and Information Officer

About the role

MTN Côte d'Ivoire is restructuring its Technology Department by unifying the Technology and Information Systems functions under a newly created Chief Technology and Information Officer (CTIO) role. The CTIO reports to the CEO in Côte d'Ivoire and functionally to the Group CTIO, and is responsible for the technology and information strategy that supports innovation, growth and operational excellence. The role is based in Côte d'Ivoire and requires fluency in both English and French; an attractive remuneration and benefits package is offered, with either a local or expatriate contract available.

Key responsibilities

• Formulate and implement a comprehensive technology strategy, identify emerging technologies and align technology platforms with revenue streams and operational goals.
• Design a network development strategy and ensure the deployment, performance and maintenance of radio networks, switching systems, VAS systems, RF transmission systems and the fibre network.
• Manage third-party partnerships, develop tender specifications and run the tender process; negotiate tenders and manage supplier relationships.
• Mentor and coach direct reports, oversee recruitment, onboarding and performance reviews, and guide suppliers and third parties.
• Prepare and execute the annual Technology Work Plan, partner with Finance on CAPEX/OPEX budgets and Capital Steering Committees, and assess M&A opportunities in technology.
• Lead on cybersecurity, information governance and risk management, and benchmark processes and promote standardisation.
• Collaborate with customer-facing and operational departments, build internal centres of excellence, and act as a brand ambassador for the company.

Required profile

• At least 8 years' experience in an IT environment and engineering for GSM operations, with proven expertise in network architecture and operations.
• At least 5 years of managerial experience, including 3+ years in the relevant sector, and 5+ years at a senior management level in a technology environment, preferably in a multinational.
• Experience in global/multinational enterprises; FMCG, telecommunications, retail banking or service-sector background is highly desirable.
• Bachelor's degree in Computer Science, Information Technology or a related field.
• Fluency in both French and English is essential.

Required skills

• Technical architecture and solutions design for mobile technologies, IT applications and VAS platforms.
• Solid understanding of OSS/BSS systems and next-generation network deployment (5G, IoT, SDN, NFV, microservices, cloud and edge computing).
• Working knowledge of SQL, Java, VoIP, Cisco technologies and Open RAN.
• Knowledge of Agile, Scrum, DevOps and ML Ops methodologies.
