Public Health Specialist Consultant

About the role

The Tony Blair Institute for Global Change is seeking a Public Health Specialist Consultant to support the Directorate General of Health in Côte d'Ivoire. The role will help operationalise a new Memorandum of Understanding aimed at strengthening the Ivorian health system and improving outbreak detection, laboratory capacity, and health data management.

Key responsibilities

• Assist the Directorate General of Health in implementing the MoU’s seven priority areas, including surveillance, laboratory systems, procurement, frontline human resources, health data platforms, strategic assistance, and regulatory support.
• Coordinate stakeholder engagement across ministries, partners, and international donors to ensure alignment with the MoU targets for 2030.
• Provide technical guidance on the deployment and interoperability of national health information systems such as DHIS2, DPI, SIGDEP, OpenELIS, and mSupply.
• Support capacity‑building activities for health staff, including training on surveillance protocols and laboratory accreditation processes.
• Monitor progress on key performance indicators and prepare reports for senior leadership.

Required profile

• Public health professional with experience in health system strengthening and multi‑sectoral reforms.
• Demonstrated ability to work with government ministries and international partners.
• Strong analytical and coordination skills to manage complex projects.

Required skills

• Familiarity with health information platforms: DHIS2, OpenELIS, mSupply.
• Knowledge of laboratory accreditation standards and biosafety protocols.
• Experience in health surveillance systems and rapid outbreak response.
