Senior Health Information Specialist – LEAP Global (Côte d’Ivoire)

About the role

The Senior Health Information Specialist will be embedded within the Direction de l'Information Sanitaire (DIS) of the Côte d'Ivoire Ministry of Health. You will provide strategic oversight and technical leadership to strengthen national health data systems and support life‑saving humanitarian assistance in line with new presidential directives.

Key responsibilities

• Lead the design, implementation, and integration of digital health solutions across all levels of the health system.
• Oversee electronic medical health records (EMHR), laboratory information management (openELIS), commodity inventory (mSupply, eSIGL), and disease surveillance platforms (DHIS2, eTracker, OneHealth).
• Manage and analyze large, multi‑disease datasets (HIV, TB, malaria, MNCH, immunization) to ensure data quality, interoperability, and actionable insights.
• Provide capacity‑building and mentorship to Ministry staff on health information system use and data‑driven decision‑making.
• Coordinate with U.S. Government partners and host‑country stakeholders to align technical assistance with strategic health objectives.

Required profile

• Advanced degree or equivalent experience in public health, health informatics, or a related field.
• Minimum 7 years of experience working with national health information systems in low‑resource settings.
• Proven track record of embedding technical expertise within government health programs.
• Strong analytical mindset with experience handling complex, multi‑source health datasets.
