Senior PPP / Blended Finance Expert

About the role

NTU International is seeking a Senior PPP / Blended Finance Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role will focus on structuring, financing and mobilising investment for regional transport corridors across West Africa.

Key responsibilities

• Design and finance transport infrastructure and corridor projects using PPP and blended‑finance models.
• Provide technical advice on risk allocation, private‑sector participation and investment structures.
• Conduct financial, economic and commercial analyses to produce bankable proposals.
• Prepare financing strategies for development banks, donors and private investors.
• Identify and mobilise climate‑finance and sustainable infrastructure funding.
• Develop and review financial models, PPP contracts and investment frameworks.
• Facilitate dialogue with development finance institutions, donors, investors and national stakeholders.
• Deliver workshops and capacity‑building activities on PPPs, blended finance and project finance.
• Support monitoring, reporting and analytical outputs related to investment mobilisation.

Required profile

• Master’s degree in economics, finance, business administration, infrastructure finance, public policy or a related field.
• At least 10 years of professional experience in infrastructure finance, PPP advisory or blended‑finance, with a minimum of 7 years focused on PPPs and project finance.
• Proven experience on transport or infrastructure projects in developing countries, preferably Sub‑Saharan Africa.
• Background in international development cooperation and donor‑funded programmes.
